&lt;BR&gt;At these moments, America has carried on not simply &lt;BR&gt;because of the skill or vision of those in high office, &lt;BR&gt;but because we the People have remained faithful to the ideals of our forbearers, &lt;BR&gt;and true to our founding documents.&lt;/P&gt;&lt;P&gt;&lt;STRONG&gt;Nation in crisis&lt;BR&gt;&lt;/STRONG&gt;So it has been.&amp;nbsp; So it must be with this generation of Americans. &lt;BR&gt;That we are in the midst of crisis is now well understood.&amp;nbsp; &lt;BR&gt;Our nation is at war, against a far-reaching network of violence and hatred.&amp;nbsp; &lt;BR&gt;Our economy is badly weakened, a consequence of greed and irresponsibility &lt;BR&gt;on the part of some, but also our collective failure to make hard choices &lt;BR&gt;and prepare the nation for a new age. &lt;BR&gt;&amp;nbsp;&lt;BR&gt;Homes have been lost; jobs shed; businesses shattered. &lt;BR&gt;Our health care is too costly; our schools fail too many; &lt;BR&gt;and each day brings further evidence that the ways we use energy strengthen &lt;BR&gt;our adversaries and threaten our planet. &lt;BR&gt;These are the indicators of crisis, subject to data and statistics. &lt;BR&gt;Less measurable but no less profound is a sapping of confidence across our land &lt;BR&gt;- a nagging fear that America decline is inevitable, &lt;BR&gt;and that the next generation must lower its sights.&lt;/P&gt;&lt;P&gt;Today I say to you that the challenges we face are real.&amp;nbsp; &lt;BR&gt;They are serious and they are many.&amp;nbsp; &lt;BR&gt;They will not be met easily or in a short span of time. &lt;BR&gt;&amp;nbsp;But know this, America - they will be met. &lt;BR&gt;On this day, we gather because we have chosen hope over fear, &lt;BR&gt;unity of purpose over conflict and discord.&lt;/P&gt;&lt;P&gt;On this day, we come to proclaim an end to the petty grievances and false promises, &lt;BR&gt;the recriminations and worn out dogmas, &lt;BR&gt;that for far too long have strangled our politics. &lt;BR&gt;We remain a young nation, but in the words of Scripture, &lt;BR&gt;the time has come to set aside childish things.&amp;nbsp; &lt;BR&gt;The time has come to reaffirm our enduring spirit; &lt;BR&gt;to choose our better history; to carry forward that precious gift, &lt;BR&gt;that noble idea, passed on from generation to generation:&amp;nbsp; &lt;BR&gt;the God-given promise that all are equal, all are free, &lt;BR&gt;and all deserve a chance to pursue their full measure of happiness.&lt;/P&gt;&lt;P&gt;&lt;STRONG&gt;America mettle&lt;/STRONG&gt;&lt;BR&gt;In reaffirming the greatness of our nation, &lt;BR&gt;we understand that greatness is never a given.&amp;nbsp; &lt;BR&gt;It must be earned.&amp;nbsp; &lt;BR&gt;Our journey has never been one　 of short-cuts or settling for less. &lt;BR&gt;It has not been the path for the faint-hearted &lt;BR&gt;- for those who prefer leisure over work, &lt;BR&gt;or seek onl　y the pleasures of riches and fame. &lt;BR&gt;Rather, it has been the risk-takers, the doers, the makers of things &lt;BR&gt;- some celebrated but more often men and women obscure in their labour, &lt;BR&gt;who have carried us up the long, rugged path towards prosperity and freedom.&lt;/P&gt;&lt;P&gt;For us, they packed up their few worldly possessions &lt;BR&gt;and travelled across oceans in search of a new life. &lt;BR&gt;For us, they toiled in sweatshops and settled the West; &lt;BR&gt;endured the lash of the whip and plowed the hard earth. &lt;BR&gt;For us, they fought and died, in places like Concord and Gettysburg; &lt;BR&gt;Normandy and Khe Sahn. &lt;BR&gt;Time and again these men and women struggled and sacrificed and worked till &lt;BR&gt;their hands were raw so that we might live a better life.&amp;nbsp; T&lt;BR&gt;hey saw America as bigger than the sum of our individual ambitions; &lt;BR&gt;greater than all the differences of birth or wealth or faction.&lt;/P&gt;&lt;P&gt;This is the journey we continue today.&amp;nbsp; &lt;BR&gt;We remain the most prosperous, powerful nation on Earth.&amp;nbsp; &lt;BR&gt;Our workers are no less productive than when this crisis began.&amp;nbsp; &lt;BR&gt;Our minds are no less inventive, &lt;BR&gt;our goods and services no less needed &lt;BR&gt;than they were last week or last month or last year.&amp;nbsp; &lt;BR&gt;Our capacity remains undiminished.&amp;nbsp; &lt;BR&gt;But our time of standing put, of protecting narrow interests &lt;BR&gt;and putting off unpleasant decisions - that time has surely passed.&amp;nbsp; &lt;BR&gt;Starting today, we must pick ourselves up, dust ourselves off, &lt;BR&gt;and begin again the work of remaking America.&lt;/P&gt;&lt;P&gt;&lt;STRONG&gt;Rallying the troops&lt;/STRONG&gt;&lt;BR&gt;For everywhere we look, there is work to be done.&amp;nbsp; &lt;BR&gt;The state of the economy calls for action, bold and swift, &lt;BR&gt;and we will act - not onl　y to create new jobs, &lt;BR&gt;but to lay a new foundation for growth.&amp;nbsp; &lt;BR&gt;We will build the roads and bridges, the electric grids and digital lines &lt;BR&gt;that feed our commerce and bind us together.&amp;nbsp; &lt;BR&gt;We will restore science to its rightful place, &lt;BR&gt;and wield technology wonders to raise health care quality and lower its cost.&amp;nbsp; &lt;BR&gt;We will harness the sun and the winds and the soil to fuel our cars &lt;BR&gt;and run our factories.&amp;nbsp; &lt;BR&gt;And we will transform our schools and colleges and universities &lt;BR&gt;to meet the demands of a new age.&amp;nbsp; &lt;BR&gt;All this we can do.&amp;nbsp; &lt;BR&gt;And all this we will do. &lt;BR&gt;Now, there are some who question the scale of our ambitions - &lt;BR&gt;who suggest that our system cannot tolerate too many big plans.&lt;BR&gt;&amp;nbsp;&lt;BR&gt;Their memories are short.&amp;nbsp; &lt;BR&gt;For they have forgotten what this country has already done; &lt;BR&gt;what free men and women can achieve when imagination is joined to common purpose, &lt;BR&gt;and necessity to courage. &lt;BR&gt;What the cynics fail to understand is that the ground has shifted beneath them &lt;BR&gt;- that the stale political arguments that have consumed us &lt;BR&gt;for so long no longer apply. &lt;BR&gt;The question we ask today is not whether our government is too big or too small, &lt;BR&gt;but whether it works - whether it helps families find jobs at a decent wage, &lt;BR&gt;care they can afford, a retirement that is dignified.&amp;nbsp; &lt;BR&gt;Where the answer is yes, we intend to move forward.&amp;nbsp; &lt;BR&gt;Where the answer is no, programmes will end.&amp;nbsp; &lt;/P&gt;&lt;P&gt;And those of us who manage the public dollars will be held to account - &lt;BR&gt;to spend wisely, reform bad habits, and do our business in the light of day -&lt;BR&gt;because onl　y then can we restore the vital trust &lt;BR&gt;between a people and their government.&lt;/P&gt;&lt;P&gt;Nor is the question before us whether the market is a force for good or ill.&amp;nbsp; &lt;BR&gt;Its power to generate wealth and expand freedom is unmatched, &lt;BR&gt;but this crisis has reminded us that without a watchful eye, &lt;BR&gt;the market can spin out of control - &lt;BR&gt;and that a nation cannot prosper long when it favours onl　y the prosperous. &lt;BR&gt;The success of our economy has always depended &lt;BR&gt;not just on the size of our Gross Domestic Product, &lt;BR&gt;but on the reach of our prosperity; &lt;BR&gt;on our ability to extend opportunity to every willing heart - &lt;BR&gt;not out of charity, but because it is the surest route to our common good.&lt;/P&gt;&lt;P&gt;As for our common defence, &lt;BR&gt;we reject as false the choice between our safety and our ideals.&amp;nbsp; &lt;BR&gt;Our Founding Fathers, faced with perils we can scarcely imagine, &lt;BR&gt;drafted a charter to assure the rule of law and the rights of man, &lt;BR&gt;a charter expanded by the blood of generations.&amp;nbsp; &lt;BR&gt;Those ideals still light the world, &lt;BR&gt;and we will not give them up for expedience sake. &lt;BR&gt;And so to all other peoples and governments who are watching today, &lt;BR&gt;from the grandest capitals to the small village where my father was born:&amp;nbsp; &lt;BR&gt;know that America is a friend of each nation and every man, woman, and child &lt;BR&gt;who seeks a future of peace and dignity, and that we are ready to lead onc　e more.&lt;/P&gt;&lt;P&gt;Recall that earlier generations faced down fascism and communism &lt;BR&gt;not just with missiles and tanks, &lt;BR&gt;but with sturdy alliances and enduring convictions.&amp;nbsp; &lt;BR&gt;They understood that our power alone cannot protect us, &lt;BR&gt;nor does it entitle us to do as we please.&amp;nbsp; &lt;BR&gt;Instead, they knew that our power grows through its prudent use; &lt;BR&gt;our security emanates from the justness of our cause, &lt;BR&gt;the force of our example, the tempering qualities of humility and restraint.&lt;/P&gt;&lt;P&gt;&lt;STRONG&gt;America legacy&lt;/STRONG&gt;&lt;BR&gt;We are the keepers of this legacy.&amp;nbsp; &lt;BR&gt;Guided by these principles onc　e more, &lt;BR&gt;we can meet those new threats that demand even greater effort - &lt;BR&gt;even greater cooperation and understanding between nations.&amp;nbsp; &lt;BR&gt;We will begin to responsibly leave Iraq to its people, &lt;BR&gt;and forge a hard-earned peace in Afghanistan.&amp;nbsp; &lt;BR&gt;With old friends and former foes, &lt;BR&gt;we will work tirelessly to lessen the nuclear threat, &lt;BR&gt;and roll back the specter of a warming planet. &lt;BR&gt;We will not apologise for our way of life, &lt;BR&gt;nor will we waver in its defense, &lt;BR&gt;and for those who seek to advance &lt;BR&gt;their aims by inducing terror and slaughtering innocents, &lt;BR&gt;we say to you now that our spirit is stronger and cannot be broken; &lt;BR&gt;you cannot outlast us, and we will defeat you.&lt;/P&gt;&lt;P&gt;We are shaped by every language and culture, &lt;BR&gt;drawn from every end of this Earth; &lt;BR&gt;and because we have tasted the bitter swill of civil war and segregation, &lt;BR&gt;and emerged from that dark chapter stronger and more united, &lt;BR&gt;we cannot help but believe that the old hatreds shall someday pass; &lt;BR&gt;that the lines of tribe shall soon dissolve; &lt;BR&gt;that as the world grows smaller, our common humanity shall reveal itself; &lt;BR&gt;and that America must play its role in ushering in a new era of peace. &lt;BR&gt;To the Muslim world, we seek a new way forward, &lt;BR&gt;based on mutual interest and mutual respect.&amp;nbsp; &lt;BR&gt;To those leaders around the globe who seek to sow conflict, &lt;BR&gt;or blame their society ills on the&lt;/P&gt;&lt;P&gt;To the people of poor nations, &lt;BR&gt;we pledge to work alongside you to make your farms flourish and let clean waters &lt;BR&gt;flow; to nourish starved bodies and feed hungry minds.&amp;nbsp; &lt;BR&gt;And to those nations like ours that enjoy relative plenty, &lt;BR&gt;we say we can no longer afford indifference to suffering outside our borders; &lt;BR&gt;nor can we consume the world resources without regard to effect.&amp;nbsp; &lt;BR&gt;For the world has changed, and we must change with it.&lt;/P&gt;&lt;P&gt;As we consider the road that unfolds before us, &lt;BR&gt;we remember with humble gratitude those brave Americans who, &lt;BR&gt;at this very hour, patrol far-off deserts and distant mountains.&amp;nbsp; &lt;BR&gt;They have something to tell us today, &lt;BR&gt;just as the fallen heroes who lie in Arlington whisper through the ages.&amp;nbsp; &lt;BR&gt;We honour them not onl　y because they are guardians of our liberty, &lt;BR&gt;but because they embody the spirit of service; &lt;BR&gt;a willingness to find meaning in something greater than themselves.&amp;nbsp; &lt;BR&gt;And yet, at this moment - a moment that will define a generation - &lt;BR&gt;it is precisely this spirit that must inhabit us all.&lt;/P&gt;&lt;P&gt;For as much as government can do and must do, &lt;BR&gt;it is ultimately the faith and determination of the American people &lt;BR&gt;upon which this nation relies.&amp;nbsp; &lt;BR&gt;It is the kindness to take in a stranger when the levees break, &lt;BR&gt;the selflessness of workers who would rather cut their hours &lt;BR&gt;than see a friend lose their job which sees us through our darkest hours.&amp;nbsp; &lt;BR&gt;It is the firefighter's courage to storm a stairway filled with smoke, &lt;BR&gt;but also a parent's willingness to nurture a child, that finally decides our fate.&lt;/P&gt;&lt;P&gt;Our challenges may be new.&amp;nbsp; &lt;/P&gt;&lt;P&gt;What is required of us now is a new era of responsibility - &lt;BR&gt;a recognition, on the part of every American, &lt;BR&gt;that we have duties to ourselves, our nation, and the world, duties &lt;BR&gt;that we do not grudgingly accept but rather seize gladly, &lt;BR&gt;firm in the knowledge that there is nothing so satisfying to the spirit, &lt;BR&gt;so defining of our character, than giving our all to a difficult task.&lt;/P&gt;&lt;P&gt;So let us mark this day with remembrance, &lt;BR&gt;of who we are and how far we have travelled.&amp;nbsp; &lt;BR&gt;In the year of America's birth, in the coldest of months, &lt;BR&gt;a small band of patriots huddled by dying campfires on the shores of an icy river.&amp;nbsp; &lt;BR&gt;The capital was abandoned.&amp;nbsp; &lt;BR&gt;The enemy was advancing.&amp;nbsp; &lt;BR&gt;The snow was stained with blood.&amp;nbsp; &lt;BR&gt;At a moment when the outcome of our revolution was most in doubt, &lt;BR&gt;the father of our nation ordered these words be read to the people: &lt;BR&gt;Let it be told to the future world...that in the depth of winter, &lt;BR&gt;when nothing but hope and virtue could survive...that the city and the country, &lt;BR&gt;alarmed at one　 common danger, came forth to meet [it].&lt;/P&gt;&lt;P&gt;In the face of our common dangers, &lt;BR&gt;in this winter of our hardship, &lt;BR&gt;let us remember these timeless words.&amp;nbsp; &lt;BR&gt;With hope and virtue, let us brave onc　e more the icy currents, &lt;BR&gt;and endure what storms may come. &lt;BR&gt;&lt;BR&gt;Let it be said by our children's children &lt;BR&gt;that when we were tested we refused to let this journey end, &lt;BR&gt;that we did not turn back nor did we falter; &lt;BR&gt;and with eyes fixed on the horizon and God's grace upon us, &lt;BR&gt;we carried forth that great gift of freedom and delivered it &lt;BR&gt;safely to future generations.&lt;BR&gt;&lt;BR&gt;&lt;BR&gt;&lt;BR&gt;&lt;/P&gt;&lt;P&gt;나는 오늘 우리 앞에 놓인 일로 겸손하게 서 있습니다. &lt;BR&gt;여러분들이 주었던 믿음에 감사하며, &lt;BR&gt;우리 조상들이 보여준 희생을 생각하면서 말입니다. &lt;BR&gt;나는 부시 대통령이 우리 국가를 위한 봉사뿐만 아니라 정권 이양기 동안 &lt;BR&gt;보여줬던 너그러움과 협조에 대해 감사합니다.&lt;/P&gt;&lt;P&gt;미국인 44명이 지금까지 대통령 선서를 했습니다. &lt;BR&gt;역대 선서는 번영의 파고와 평화의 잔잔한 수면 위에서 울려 퍼졌습니다. &lt;BR&gt;그러나 종종 구름이 몰려들고 폭풍이 몰아치는 동안에도 선서는 이뤄졌습니다. &lt;BR&gt;이러한 순간에도, 미국은 높은 곳에서 비전과 능력 때문만이 아니라 &lt;BR&gt;우리 바로 사람들이라는 &lt;BR&gt;이유로 조상들의 이상에 충실했으며 여전히 건국 자료에 진실합니다.&lt;/P&gt;&lt;P&gt;지금까지 그래왔습니다. 또한 이 세대에도 그래야만 합니다.&lt;/P&gt;&lt;P&gt;우리가 위기의 중간에 있다는 사실은 널리 알고 있는 사실입니다. &lt;BR&gt;우리나라는 폭력과 증오의 네트워크와 전쟁 중입니다. &lt;BR&gt;우리 경제는 아주 약해졌습니다. 이는 부분적으로 탐욕과 무책임 때문입니다. &lt;BR&gt;또한 힘든 선택을 하는 데 총체적으로 실패하고 &lt;BR&gt;새로운 시대를 대비하지 못했기 때문입니다. &lt;BR&gt;집들은 없어졌고 일자리는 사라졌으며 기업들은 문을 닫았습니다. &lt;BR&gt;우리 의료시스템은 너무나 비쌉니다. 우리 학교는 너무나 많은 이들을 좌절시킵니다. &lt;BR&gt;날이 갈수록 우리가 에너지를 쓰는 방식은 우리의 적들을 강하게 하고 &lt;BR&gt;우리 행성을 위협하고 있습니다.&lt;/P&gt;&lt;P&gt;이것이 데이터와 통계에 속하는 위기의 징후들입니다. &lt;BR&gt;좀 더 계량화되기 어렵지만 심오한 것은 우리 땅을 지배하는 신뢰의 상실입니다. &lt;BR&gt;미국의 하강이 불가피하다는 것, 다음 세대는 눈높이를 낮춰야 한다는 &lt;BR&gt;사라지지 않는 공포 말입니다.&lt;/P&gt;&lt;P&gt;오늘 저는 여러분께 우리가 직면한 도전은 실제라는 사실을 말합니다. &lt;BR&gt;이것들은 심각하고 다양합니다. &lt;BR&gt;쉽게 대처하거나 단시간 안에 끝낼 수 있는 일이 아닙니다. &lt;BR&gt;그러나 이것을 알아야 합니다. 미국은 늘 문제를 해결해왔다는 것을 말입니다.&lt;/P&gt;&lt;P&gt;오늘 우리는 공포를 누르고 희망을 선택하고자, 갈등과 불화를 이기고 화합을 이루고자 &lt;BR&gt;모였습니다. &lt;BR&gt;우리나라의 위대함을 재확인하기 위해서는 위대함은 그냥 주어지는 것이 아니라는&lt;BR&gt;사실을 우리는 이해합니다.&lt;/P&gt;&lt;P&gt;오늘을 시점으로 우리는 주저앉았던 우리 자신을 일으켜 세워, &lt;BR&gt;먼지를 털고 미국을 재건(remaking)하는 일을 다시 시작해야 합니다.&lt;/P&gt;&lt;P&gt;우리가 둘러보는 모든 곳에는 할 일이 있습니다. &lt;BR&gt;경제 상황은 대범하고 신속한 액션을 요구합니다. &lt;BR&gt;우리는 새로운 일자리를 만들기 위해서만이 아니라 &lt;BR&gt;성장의 새로운 기초를 닦기 위해 행동할 것입니다. &lt;BR&gt;우리는 도로와 다리, 상업과 교류를 더욱 공고히 하는 디지털 라인을 만들어야 합니다. &lt;BR&gt;과학을 되살리고 의료시스템의 품질과 비용을 낮추기 위해 기술의 힘을 빌려야 합니다. &lt;BR&gt;우리는 태양과 풍력, 땅을 이용해 우리의 자동차와 공장을 돌려야 합니다.&lt;/P&gt;&lt;P&gt;비판적 입장을 보이는 이들이 또한 이해하지 못하는 점은 &lt;BR&gt;그들 밑에 있는 지각이 변하고 있다는 것입니다. &lt;BR&gt;오늘 우리가 묻고 싶은 질문은 &lt;BR&gt;우리 정부가 너무 크거나 너무 작거나가 중요한 것이 아니라 제대로 작동하느냐 입니다.&lt;/P&gt;&lt;P&gt;&lt;BR&gt;그러나 현재 위기는 시장에 대해 적절한 규제를 하지 않을 경우 &lt;BR&gt;시장이 통제할 수 없음을 시사하고 있습니다. &lt;BR&gt;또한 중요한 점은 국가가 부유층에게만 혜택을 줄 경우 &lt;BR&gt;국가 전체가 부유해질 수 없다는 것입니다. &lt;BR&gt;미국경제의 성공을 결정하는 요소는 국내총생산(GDP) 규모와 함께 &lt;BR&gt;미국 내 부의 신장도 포함되기 때문입니다.&lt;/P&gt;&lt;P&gt;미국은 기독교, 무슬림, 유대교, 힌두교 등 &lt;BR&gt;다양한 종교와 다양한 언어, 문화로 구성된 국가입니다. &lt;BR&gt;미국은 또한 과거 남북전쟁과 인종분리로 분열되는 등 &lt;BR&gt;통합된 모습을 보이지 못한 점도 사실입니다. &lt;BR&gt;미국은 이제 무슬림 국가에 대해 상호 존중과 호혜 원칙에 따라 &lt;BR&gt;전향적인 방법을 모색할 방침입니다.&lt;/P&gt;&lt;P&gt;우리는 더 큰 노력을 요구하는 새로운 위협에 직면해 있습니다.&lt;/P&gt;&lt;P&gt;이는 국가간 협력과 이해가 더 필요한 부분입니다. &lt;BR&gt;우리는 이라크를 자국민들에게 내버려 두기 시작할 것이고 &lt;BR&gt;아프가니스탄에 힘들게 얻은 평화를 제공할 것입니다. &lt;BR&gt;오랜 친구들과 예전의 적들과 함께 우리는 핵위협을 줄이기 위해 &lt;BR&gt;지칠 줄 모르게 노력할 것입니다.&lt;/P&gt;&lt;P&gt;우리의 도전은 새로운지도 모릅니다. &lt;BR&gt;우리가 대처하는 수단들은 새로울 수 있습니다. &lt;BR&gt;그러나 우리가 성공할지 여부가 달려 있는 가치 &lt;BR&gt;즉 성실과 정직, 용기와 페어플레이, 관용과 호기심, 충성심과 애국심 등은 &lt;BR&gt;오래된 것입니다. 이러한 것들은 진실합니다.&lt;/P&gt;&lt;P&gt;이들 가치는 우리의 역사를 통틀어 조용한 진보의 힘이었습니다. &lt;BR&gt;지금 우리에게 요구되는 것은 책임감의 새로운 시대에 들어섰다는 것입니다. &lt;BR&gt;미국 모든 사람들이 인식해야 하는 것은 우리가 우리뿐만 아니라 국가, &lt;BR&gt;세계에 대한 의무감을 갖고 있다는 것, &lt;BR&gt;어려운 일에 우리 자신을 내던지는 것만큼 &lt;BR&gt;영혼에 그렇게 만족스러운 것은 없다는 인식입니다.&lt;/P&gt;&lt;P&gt;이것이 시민권의 가치이자 약속입니다. 이것은 또 자신감의 근원이기도 합니다.&lt;/P&gt;&lt;P&gt;이것은 신념과 종교에 상관없이 바로 이곳 워싱턴에 우리가 모두 모인 이유이기도 합니다.&lt;/P&gt;&lt;P&gt;그리고 신의 가호가 항상 우리 곁에 있었다고. &lt;BR&gt;자유라는 위대한 선물을 몸소 이행했고 이를 안전하게 &lt;BR&gt;미래의 우리 후손에게 물려주었다고 말하게 합시다.&lt;BR&gt;&lt;BR&gt;&lt;BR&gt;&lt;BR&gt;&lt;/P&gt;
